Filter settings button outside Rando circle

I'd like to see the filter settings button outside the Rando circle, and always visible.

• This makes it easier to go to the filters. No need to hide such an important button.

• It prevents accidentally randomizing.

• The full Rando circle could be used to randomize. (It currently has dead spots).
